Wherever quarter or eighth round is not used on flooring and i try to avoid it i sometimes caulked there on new homes with tile floors.
If your gap is larger than a 1 4 you should use trim first like quarter round.
If that still has too much movement a silicone should work but it likely won t look as nice.
I dont care if you use wet rags to clean up the left over caulk or buckets of water it ends.
The tile council of north america recommends at least a quarter inch gap between the tile floor and the walls.

If there are gaps that can t be paint filled a small as possible concave bead works best with paint or wallpaper.

Instead fill it with an elastic material capable of sustaining the movement of the floor and the movement of the wall.
When you caulk along tile floors the caulk gets into the grout right along the edge of the baseboard.
If you don t want to use a transition you could consider using a sanded caulk on the wood to tile spot.
